There was famine and the Jews cry their land have been mortgaged and some sons and daughters are in bondage without possibility of redeeming. and Nehemiah says:
"v8 And I said unto them, We after our ability have redeemed our brethren the Jews, which were sold unto the heathen; and will ye even sell your brethren?"

Nehemiah takes a stand against the oppresive governors who have taxed the Jews
"v10...... I pray you, let us leave off this usury."
and demanded their vineyards, oliveyards and houses return.
