Demonstrating the unpleasant feeling of getting restrained with their own handcuffs, a young uniformed female cadet is used as an example for her class (from the very beginning of the video, so no timestamp here). She's then soon accompanied by the female police chief (0:43), who explains the easiest technique of getting out of her restraints while getting cuffed by her captain (namely, carrying an extra set of keys). She then promptly uncuffs herself from 1:05, with the applied cuffs clearly seen.

The poor policewoman cadet is eventually also uncuffed in the background at 1:51.

From an unknown 1986 episode of American soap opera series, "General Hospital". The female chief is played by the stunning Finola Hughes. The actress of the young cadet is unfortunately unknown. :(

Sorry for the interlaced image quality folks - unfortunately I couldn't find this one in better quality. Too bad, as the scene itself is pretty good, I think.
